Off the Network: 14% of adults are neither cell phone users nor internet users.

Although members of this group currently lack online access and a cell phone, some have had past experience with these technologies. Perhaps the computer stopped working and they were uncertain why or how to go about fixing it. Maybe the cell phone plan became too expensive or an “Off the Network” group member used it so little she decided to cancel service. They are the oldest and least affluent group in the typology.
